H.E. Mr. Marwan Kheireddine

From July 2011 to February 2014, Marwan Salim Kheireddine served as Minister of State in the Lebanese cabinet. Kheireddine is the Chairman and General Manager of AL-MAWARID Bank S.A.L., where he has worked since 1992 in various capacities. Marwan Kheireddine was a significant member of more than 20 ministerial committees as Minister of State. He was involved in multiple economic, financial, and fiscal issues. He was instrumental in creating the National Social and Economic Action Plan, which aimed to solve the Lebanese economy’s deep-seated problems. He also chaired Improving Lebanon’s Business Environment Committee, which proposed a contemporary, service-oriented Investment Law.

He was a member of the Public-Private Partnership Law (P.P.P.) Committee, the Budget Committee, the Wage Structure of the Public Sector Committee, and a slew of other social and economic development committees. His bank background put him in a position to garner support for BDL-recommended reforms that would protect Lebanon’s banking sector and increase the country’s adherence to international laws and norms. He was instrumental in the drafting of the Electronic Signature Law, the Cross-Border Cash Limitation Law, the Secured Lending Law, the Capital Markets Law, the Anti-Money Laundering Law, and the updating of the Anti-Money Laundering Law.

Marwan Kheireddine, an ardent supporter of economic growth through private sector empowerment, was instrumental in drafting Banque Du Liban Intermediary Circular 331, a regulation aimed at boosting long-term economic growth by encouraging and financing entrepreneurs. The circular treads new ground by permitting and incentivizing banks to invest in technology firms, incubators, and venture capital funds. Kheireddine is a serial entrepreneur who has launched many small and medium businesses in various industries, including the Virgin Megastores franchise in Lebanon, which he owns 80% of, and the Kingdom of Saudi Arabia, which he solely owns. Marwan Kheireddine also served on the Board of the ‘Beirut Stock Exchange’ (B.S.E.) as a financial counselor from 1994 to 1999.
